As I said, I knew Macnair, a little, when I worked at Hogwarts. I always suspected he was more decent than he wanted to let on.
As for Snape. Twelve years in Azkaban is enough to change any man's loyalties to the monster who put him there, even if he hadn't thought better of it before then. Frank, Sirius, Kingsley - you all reported that he showed you a memory where he swore allegiance to Professor Dumbledore. Now Professor Dumbledore seems to be corroborating that claim.
I think we should trust him, and give them both the chance to prove worthy of that trust.

And I do not one bit like the manner of this instruction. And nor the substance of it.
I greatly mislike the risk this represents. And if he were here, I would tell him so directly. (As it is, Albus, I trust you're entirely aware both what you're asking and what it costs each of us to comply.)
And that's it in sum. I've given my own allegiance to Albus, and I've no intention of reneging even if I cannot myself see how this course makes the Order stronger or more secure.

As I said, I've given my allegiance to Albus, and I will not stand against his request that we take these two men into the Order.
